Description

TOIP is a community-based road safety educational program. Its objective is to provide referred traffic offenders with the information and skills necessary to develop positive attitudes towards driving and developing safer driving behaviours. It further aims to provide an environment for self-reflection.

The program is regulated under the Criminal Procedure Act 1986 and administered according to these operation guidelines. These Operating Guidelines are to be read in conjunction with Part 9 of the Criminal Procedure Regulation 2017.

The program is available to:

· Offenders who have pleaded guilty to, or have been found guilty of, a traffic offence before the NSW Local Court.

· Repeat demerit point offenders who are subject to Increased Traffic Offender Penalties (ITOP) scheme under Road and Maritime Services.

Oxley Community Transport Services Inc. has provider approval from the Department of Justice to deliver the Traffic Offenders Intervention Program. The TOIP program is recognised as an educational program that offers the Courts a sentencing (or pre-sentencing) option which serves to reduce further illegal driving. Probation and Parole Services and private Solicitors might also refer participants.

The TOIP Program consists of various sessions design to increase awareness of the dangers and consequences of dangerous and illegal driving practices and promote insights to the behavioural factors associated with illegal driving practices.

OBJECTIVES OF THE TRAFFIC OFFENDERS PROGRAM

Oxley TOIP program seeks to achieve the following:

· Increase the understanding of the factors associated with legal and dangerous driving.

· The program encourages reflection and beneficial behaviour modification leading towards a reduction of reoffending and ultimately a safer road user.

· Provide a credible sentencing alternative – the TOIP program provides the Courts with a credible sentencing or rehabilitative option.

· Reduction in offending is ultimately the purpose of the TOIP by reducing the number of traffic offences committed in NSW.

· TOIP courses are not designed to be a test, they are aimed at making you examine behaviours, contemplate the consequences for yourself and others, and make better decisions in the future.

Your presenter will help you to answer all the questions during the course, there is no pre course study required.

You must display an acceptable standard of behaviour while attending the Traffic Offenders Intervention Program.

HOW YOU ARE ASSESSED

All core face-to-face sessions and all assessments tasks must be successfully completed prior to the issue of the Court Report or Certificate of Completion.

· Your attendance at all the face-to-face sessions

· Your active participation in each of the face-to-face sessions

· Completion of the TOIP workbook assessment tasks

· Completion of the self-paced Final Reflection Exercise

Participants must complete the program in which they have enrolled. Participants who fail to complete all requirements of the TIOP program within their enrolled course will be noted as ‘FAILED TO COMPLETE’.

Third part evidence (e.g., Medical Certificate) must be provided for any absences. A make-up session will then be arranged. All make-up sessions must be completed within 3 months from the date of your enrolled course.

All participants will receive a Traffic Offenders Intervention Program Certificate upon successful completion of the course.
